Record all changes to JPAC including:

Assignment Exemptions |
Mark a person as exempt from specific assignments.
All exemptions must:
- include a reason
- an expiry date for the exemption (exemption cannot be open ended)
Example use cases:
- A minor is given a role with Working With Children Check assigned. (Minors are legally exempt from requiring WWCC) Exemption expires on their 18 birthday.
- Employee on leave when an assignment falls due. You do not want to "Deactivate" the employee, or removed the assignment, but just exempt them during the period of leave.
